A 60-year farm–aquifer optimization for the Oklahoma High Plains links crop simulations, a well-yield relation fitted to 237 irrigation wells, and production budgets to estimate when maize gives way to grain sorghum as well capacity declines. Compares center pivot and subsurface drip irrigation, drip cost-sharing, and pumping caps, and identifies well capacity per installed hectare as a candidate indicator of crop transitions.

Characterizes where intermittently irrigated, formerly irrigated, and water-stressed croplands could support bioenergy feedstock production across the United States.

Hydrogeologic leakage constrains the effectiveness of decentralized groundwater conservation, but collective management can recover most of the conserved water depending on aquifer properties and coordination scale.
